Use a new WordPress installation when the domain does not already have a website. Use a staging or temporary address when an existing live site must remain online during the build.
You may import into an existing hosting account, but the destination WordPress installation should be empty or safely backed up. Do not import directly over a live site unless you are prepared for its content and settings to be replaced.
